Wednesday, Oct. 31, 2007 - Passaic County Clerk Karen Brown awaits a couple at the front of the Freeholders meeting room. Brown married about 15 couples and performed one civil union Wednesday in the Freeholders meeting room at the Passaic County administration building. The room was decorated for Halloween and Brown, her staff and many of the couples were dressed in costume.
